INCLUSION OF UNDERAGE PREVENTION MESSAGES IN ONDCP MEDIA CAMPAIGN (5/17/99)

The full Appropriations Committee of the U.S. House of Representatives will consider the appropriations bill approved by the Treasury, Postal and General Government subcommittee. This bill includes an amendment that authorizes the Office of National Drug Control Policy (ONDCP) to include underage drinking prevention in the current media campaign.

BACKGROUND
On Friday, May 14 the Treasury, Postal Service and General Government Subcommittee of the House Appropriations Committee approved an amendment, sponsored by Rep. Lucille Roybal-Allard (CA)and Rep. Frank Wolf (VA), that allows ONDCP to include messages to prevent underage drinking in all of their anti-drug work, particularly the media campaign.

On Thursday, May 20, 1999 the full Appropriations Committee of the House of Representatives will mark-up the subcommittee appropriations bill. Since this amendment was almost voted down in subcommittee, there is concern that it will not be supported in the full committee, and that the Royball-Allard/Wolf amendment will be deleted when the full committee considers the bill this week.

WHAT YOU CAN DO
It is vitally important to contact all members of the Appropriations Committee. If your Representative is on the Appropriations committee (list below), contact them, and urge them "to oppose any efforts to delete the Wolf/Royball-Allard amendment on underage drinking from the subcommittee markup." You can call the Capitol Hill Switchboard (202/224-3121), ask for your members' office. Or you can look up your representative's direct line or email address on-line at Contact Your Representative on NCADD's website.

If you have any questions, please contact the Public Policy Office via e-mail at publicpolicy@ncadd.org.
