CONGRESSIONAL UPDATE
FISCAL YEAR 2001 APPROPRIATIONS FOR SAMHSA (7/20/00)

The House Appropriations Subcommittee on labor, Health and Human Services and Related Agencies will deciding funding levels for the Substance Abuse and Mental Health Services Administration (SAMHSA)in the next two days and there is a strong indication that funding may increase dramatically.

BACKGROUND
The subtance abuse field originally requested a $100 million increase for the Substance Abuse Prevnetion and Treatment (SAPT) Block Grants and similar increases for the Center for Substance Abuse Treatment (CSAT) and the Center for Substance Abuse Prevention (CSAP). Indications now are that key Hosue members are considering increases of twice those amounts.

WHAT YOU CAN DO
Contact the Appropriations Subcommittee members and ask them to support significant funding increases for SAMHSA programs.

Tell them:

• The SAPT Block Grant provides needed treatment to a variety of populations throughout the U.S. and should be increased to $2 billion;
  
  
• CSAT's discretionary program funding, which include services to communities of highest need, should be incresased to $325 million;
  
  
• CSAP's discretionary program funding, which provides research and experienced-based prevention programs to children, youth and families, should be increased to $315 million;
  
  
• CSAP's High Risk Youth program needs to be increased to $10 million.
