Faith-Based Drug Treatment Enhancement Act S. 289 Permits faith-based substance abuse treatment centers to receive federal assistance; permits federal drug treatment assistance recipients to select private and religiously oriented treatment; protects the rights of individuals from being required to receive religiously oriented treatment. Addiction Free Treatment Act of 1999 S. 423 Prohibits certain federal payments for certain methadone maintenance programs; orders NIDA to study methods, effectiveness of non-pharmacological heroin rehabilitation programs, methods and effectiveness of methadone- to-abstinence programs. Alcoholic Beverage Labeling Act of 1999 S.431 Amends the Alcohol Beverage Labeling Act of 1988 to authorize responsibility of labeling to the Department of Health and Human Services. Referred to the Senate committee on Commerce (2/22/99).
Alcohol Abuse Prevention and Treatment Trust Fund Act of 1999 S. 432 Increases the rate of tax on wine and dedicates the resulting increased revenues to programs for the prevention and treatment. Referred to the Senate committee on Finance (2/22/99).
Alcoholic Beverage Label Preservation Act of 1999 S. 433 Prohibits wineries from using the new language approved by the Treasury Department. Referred to the Senate committee on Commerce (2/22/99).
Mental Health Juvenile Justice Act (1) S. 464 Creates grants for partnerships between state and local juvenile justice agencies, and state and local mental health authorities for programs that address the service needs of juvenile justice system clients who have mental health or substance abuse problems. Mental Health Juvenile Justice Act (2) S. 465 Directs the Office of Juvenile Justice and Delinquency Prevention to make grants for training officers and employees of state juvenile justice systems regarding appropriate access to mental health and substance abuse treatment programs in the state for juvenile justice system clients. New Medications to Treatment Addiction Act of 1999 S. 885 Encourages FDA to provide incentives for the development of drugs for the treatment of addiction to illegal drugs. Referred to Senate committee on Health, Education, Labor, & Pensions (4/27/99).
21st Century Justice Act of 1999 S. 899 Strengthens federal assistance to state and local law enforcement, combating illegal drugs and preventing drug use, attacking the criminal use of guns, promoting accountability and rehabilitation of juvenile criminals, protecting the rights of victims in the criminal justice system, and improving criminal justice rules and procedures. Drug Testing and Treatment for Welfare Recipients Act of 1999 S. 906 Enables states to establish and maintain drug testing and drug treatment programs for welfare recipients engaging in illegal drug use. Referred to the Senate Committee on Finance (4/28/99).

Youth Drug and Mental Health Services Act S. 976 Focuses authority of SAMHSA to establish programs for youth treatment, and to respond to crises, especially those related to children and violence. Bill passed in Senate (11/3/99), then sent to House for consideration; House referred bill to House Commerce Committee Subcommittee on Health and Environment (11/12/99).
Anti-Drug Messages on NASA Internet Sites S. 1337 Requires NASA to work with ONDCP to develop and place anti-drug messages on appropriate NASA controlled Internet sites. Referred to Senate Committee on Commerce (7/1/99).
Drug-Free Families Act of 1999 S. 1390 Helps parents and families reduce drug abuse and drug addiction among adolescents. Referred to the Senate Committee on Judiciary (7/19/99).
Methamphetamine Anti-Proliferation Act of 1999 S.1428 Amends the Controlled Substances Act and the Controlled Substances Import and Export Act relating to the manufacture, traffick, import, and export of amphetamine and methamphetamine. Attached as an amendment to the "Children's Health Act of 2000" which passed in the House and Senate; in negotiations with White House over other aspects of "Children's Health Act"
Fairness in Treatment: The Drug and Alcohol Addiction Recovery Act of 1999 S. 1447 Ends discrimination in insurance coverage for drug and alcohol addiction treatment by eliminating treatment limitations or financial requirements on substance abuse treatment benefits unless similar limitations or requirements are imposed for medical and surgical benefits. Referred to the Senate Health, Education, Labor & Pensions Committee (07/28/99).
Native American Alcohol and Substance Abuse Program Consolidation Act of 1999 S. 1507 Authorizes the integration and consolidation of alcohol and substance programs and services provided by Indian tribal governments. Passed Senate (6/13/00), and sent to House for consideration; House referred Senate bill to House Committee on Commerce (6/14/00).
Safe and Drug-Free Schools and Communities Reauthorization Act S.1823 Revises and extends the Safe and Drug-Free Schools and Communities Act of 1994. Referred to the Senate Committee on Health, Education, Labor,and Pensions (10/28/99).
Drug Treatment and Research Enhancement Act S. 2527 Amends the Public Health Service Act to provide grant programs to reduce substance abuse. Referred to the Senate Committee on Health, Education, Labor, and Pensions (5/9/00).
American Community Renewal Act S.2779 Title IV, "Faith Based Substance Abuse Treatment," allows faith-based prevention and treatment providers to receive federal funds and limits states' abilitiy to set minimum educational requirements for religious providers. Referred to the Senate Committee on Finance (6/22/00).
Drug Court Act of 2000 S. 3191 Creates a Federal drug court program. Referred to the Senate Committee on the Judiciary (10/12/00).
Over Seas Alcohol Promotion Funding S. Amdt. 1523
(to S. 1233)
Prohibits the use of Department of Agriculture/FDA foreign assistance funds to promote the sale or export of alcoholic beverages, including wine. Amendment agreed to by Senate (8/4/99).
